So Drew here broke the gun down... and explained what it does.
TL;DWTV
1. The Release the Wolves perk used to require a kill to activate.
2. The perk made it so the headshots did 59 damage instead of 55... and 49 instead of 39 body shot damage.
3. They forgot to change that in PvP when they made Release the Wolves active on Reload Hold.
4. The gun at base with Release the Wolves and without kills at 16 meters with either two bursts or one burst of RtW.
5. The only way you can consistently kill at 20+ meters is with a Luna Rift and good aim... or Mouse and Keyboard.
6. Is it broken and Over Powered? Yes... for the fact that it still has that damage increase- which is why it allows you to kill supers with ease.
7. Bungie will need to rework how this perk works again- or the gun as a whole. If they want to keep the way the perk works... they'll have to rework the damage values and range of the weapon. Or go back to the drawing board of the gun.

EDIT: I've already seen t-bagging and hatemail thrown my way for using the gun in matches. I'm sure many others have as well. Honestly, it's fun, I love being bagged and hatemail- means I'm doing something right. It'll get nerfed- like the Laser Tag week. But we have so many things that are OP in PvP... oh well.
