They most likely won’t do that. However, completing the weekly bounties from Shaxx will have a chance to drop the gear and weapons too. Give those a spin and good luck!

No, I do believe armor is a random drop from leveling packages with Shaxx. Give it a spin, I’ve gotten sparrows and a bond from the leveling packages
