It is underwhelming to simply fire 3 rockets, when a titan can do 6 tracking with zenobia.

Legendary rocket launcher tracking is trash, truth is so much better. Tracking is basically a guaranteed kill, not to mention grenades and horseshoes, which is an extremely good perk
