chaparone quest where dose it drop? is it RNG? is it gliched

I bought forsaken late in the game and it just was not dropping. I played crucible one night and still did not get it. Woke up the next morning and it appeared in my pursuits (for two characters, it was weird) and wasn’t event flashing it was new........ I think it’s honestly bugged, just keep playing I guess

A lot of sources are saying it either drops when you unlock dreaming city or when you reset your valor rank. I got mine when I actually reset my valor rank.

Can confirm, approximately 90 matches, 20 of which are Competitive (little, I know). No quest. Yet I saw people got it dropped in Gambit, which I play the most (about 500 matches), still no quest.
