This is nothing new.
When right after Competitive Crucible rolled around, lots of folks had gripes over the loss system and even now there are still folks not happy over its design.

They should’ve already known this by now given all the [i][b]Feedback[/b][/i] that’s been given so why haven’t they caught on by now?
Are they just that out of touch with what their players want to see out of this game or are we just not getting the idea out to them at all?
[spoiler]Just to clarify, I’m not speaking on my own behalf here. I’m well enough capable of getting that progression quest step done. I’ve played my fair share of PvE and PvP combined since Late TDB in D1 so if anything, I’m sure I’ve got a good idea by now by what the majority of the Destiny Community wants to see.
Besides, if anything it ought to make sense to make stuff like this easier. How else would Bungie make it easier to sell the Bungie Rewards merch if you aim to make it earnable for majority?[/spoiler][/quote]

Maybe they’re learning from the mistakes of catering strictly to what the biggest complaint on the forums are. After the debacle and causality of the D2 launch caused by feedback here maybe they’re starting to trust the numbers over the loud voices.
