There is no actual connection based matchmaking in the Destiny franchise anymore, no matter what Bungie have said in the past. Skill has, and will always, be a factor in matchmaking. Destiny 1 used to have free-for-all matchmaking, as in whoever is searching for a game. Then they had connection based for a while, and then they went full throttle SBMM.

It's based on overall team skill, not individual skill. That's why it doesn't work. The game thinks a team of 2 diamond ELOs and 2 bronze ELOs have the same overall skill as a team of 4 golds. While overall they are equivalent, in reality the 2 diamonds will just destroy everyone and it's a guaranteed win for them.

that in D1, cause there was single player way to shine. In D2 the 4 golds will be teamshotting the hell out of the 2 diamonds and the two bronze will be just go for a walk in the map.
