That is how the eververse works currently.
Everything is purchasable directly with bright dust which is earned through playing the game and not paying any money.
The issue is the dawning armor is pretty cool and everyone wants it but it’s almost impossible to grind bright dust in the time frame the armor is available so people are bitching.
Personally I think eververse is fairly well done up until this event where they just make it impossible to get what you want by playing alone

You are correct in that most things are able to be purchased outright eventually, but the problem is that the way you so that is completely roundabout. Since there's no direct silver to dust conversion, a single bright engram could yield you 200-1000 dust at complete random, so even if you dismantle everything you get, you still leave feeling a little ripped off. Making items able to be purchased directly, or even adding a direct silver to dust conversion method would fix the economy to feel a bit more fair. Mind you, this is coming from someone that owns every emote except for maybe three, so it's not that I don't mind paying, it's just that I'd rather the system be better for everyone involved, paying or not. :)

Everyone knows what they are buying and if they choose to buy it then they choose to buy it. If you remove the RNG spending factor they will have to compensate by increasing bright dust costs which will screw non payers, while only benefiting unlucky spenders. The RNG shit sucks but frankly it’s cosmetic and the cosmetic means nothing other than you were lucky. Currently prestige raid gear, flawless gear, and lair ornaments are the only cosmetics that are anything beyond ‘cool’

For what it is, it's a great system for micro transactions. They need to extend the dawning and adjust some of the bright dust values.
