If a sizeable number of people want it, Bungie will add it to Xur's Inventory. At the moment, I don't see any people wanting it. I personally do, though.

Personally I really like it for PvE, as the perk means I can selectively fire and maintain my ammo count. If I don't need to reload as often I can maintain much more damage over time. Plus with agro shifting around between players in a fireteam, I can't always guarantee a precision shot. So getting my ammo back for that hit helps keep me firing.
