Lore Theory: Is Rasputin the Consul?
In this video, we craft an interesting theory suggested to me by the Lore Seeker community. Personally I think it holds weight, but I'm not entirely convinced.

That would mean Gary only recently exiled Calus. Though, if Consul is definitely a rank, then perhaps the Flayers really did talk to him. But that also brings up the question, why would the Flayers keep helping the Cabal instead of benefiting the Psion race? Are they actually enslaved? Are they the true masters? Why would Rasputin trust the Cabal? And seriously... who went through his systems on Earth to reactivate him?
