I had a similar issue but on ps4. Had to reset my license I found a guide online. I don't know if it works the same with xbox.

If it's the one where you reinstall the expansion that needs the license, I have tried that to no avail. I was also told to check if I'm sharing my account and I now know for certain that I'm not so there's that as well.
