if you look close the guy at the end (the lagging one) is just off a full green bar. since the last change to connections/matchmaking I would say that anything less than full green bar is a year 1 red bar when I play. yellow or reds in the lobby and the game is unplayable. so as much as I hate to say this what I have just seen above is standard for me now since that last patch.
