The key sentence in that grimoire is: If available ISR and WARWATCH indicates imminent [O] departure Which if you read the Ghost Fragment : Mysteries card you would know never happened, meaning that the protocol was never activated. Rasputin had a contigency in place for if the traveller fled, but by his own admission the Traveller didn't flee, it stood its ground.
