This occurs more constantly if you have a rather large friends list. I have it encounter after deleting over 900 people at random times but it hasn't been as common when I had 1K friends.
Try clearing up some friends if you don't talk with them anymore. I have around 140 now.

That's not true, i have friends who have less than 100 and they never have a list.

Well even if i wanted to delete friends, i can't. I have friends from 6 years ago who still play, if I'd deleted them cause they were awol for the past couple years, we wouldn't be able to play today. Also, games like eso, a real mmo, i have over 500 friend from that because we raid (i think the max group is 26?), so you make new friends and keep them because why do i have to delete people in order to see friends on destiny?
