Bungie is actively investigating issues with the list not populating at times. It's possible to work around it when it occurs by joining a player through the PS/XBL friends list. You may also want to try the following troubleshooting:

Sorry to hear. Have you tried those steps at all to see if it helps? A cache clear fixes it for me majority of the time. If not, you can always use that work around to join players. You may notice the list come back on its own.

It's just sad, I log in to destiny to play with my friends and it's been a year of no friends. It's disheartening. :(

Like, come on, I have more than enough friends to invite me, but they're just as tired of this as I am because they're like 'Join on me'and I'm like, I CAN'T!!! Then we have to have the discussion of why and then I can't join through the party chat unless they set their in game party to public because destiny says The person has their settings to friends only. Umm, hello, we're friends... :/le sigh. I'm just tired of it.

It's been a pretty persistent issue, but it sounds like you're experiencing it a little worse on your console. Apologies if this was no help, as I'm simply relaying the most relevant information to my knowledge regarding the issue. Some players have reported the troubleshooting to have worked for them, but other consoles may be affected differently. Hopefully a permanent fix will be implemented.

Yes, I have cleared the cache. I've actually deleted destiny off my ps4.
