Agreed. Though I would argue that Raven is a very fringe character, to the point that most people would have no clue who that is. As in, to 95% of the community, raven would be as random as Malok.
But I agree. Bungie has teased a lot of open plot lines that I'm wondering if they will ever close.
While I'm looking forward to Rise of Iron, I am not lore wise looking forward to a whole new SIVA wrinkle while still having all these open gaps on the vex and cabal origins. Or the Exo Stranger. Or the collapse. Or what secrets Savathun found that caused her to go hide out in a black hole. Or exactly what are Ahamkara as they relate to the worms? The Nine anyone??? Osiris? Toland? Saint-14?
I'd even be content to have books released to expand the destiny canon if they won't tackle it in game.

The point of bringing Emperor Raven though would be that it would introduce that 95% of the community to the lore already established. On top of that, it would be much cooler to fight because it would be unlike any enemy currently in Destiny, whereas Malok is just another knight.

Agreed. There are so many lore gaps that should be filled, even the Reef Wars aren't fully told. I would love to go find Osiris or Toland
