I have also tried on two separate characters to get the A Broken Will quest to appear to no luck.
Deleted and remade just to try and get my third sword. Getting extremely frustrated seeing as how I did nothing different on these characters than on my original character who received and completed A Broken Will.

i have the same problem, I did not receive the quest from Eris, and I have completed the whole story, done the dread partol mission, and collected +20 fragments, I beleive it was because I had a sword equipped from an alt at the time of turning in the previous one to eris. fix this as i do not wish to loose my faction reps and re do everything.
