After 12 hours of downloading and many error codes I'm finally installing. This is what I did hope it helps.
From the PS3 Menu choose: Settings -> Network Settings -> Internet Connection Settings -> Custom
Set up these settings so they match the following:
Connection Method: Choose Wireless or Wired ... however you connect
For Wireless:
WLAN Settings: Select Scan > Select your network
WLAN Security Setting: Select the security setting for your network
WEP/WPA Key: Enter your network password
For Wired:
Operation Mode (Auto-Detect or Manual Settings): Auto-Detect
Then:
IP Address Setting: Automatic
DHCP Host name: Do Not Set
DNS Settings: Manual
Primary DNS: 208.67.222.222
Secondary DNS: 208.67.220.220
MTU: Automatic
Proxy Server: Do Not Use
UPnP: Enable
English

This doesn't work trying to download destiny update 1.22 on ps3 I get error code 80710723 whilst downloading. I tried using Ethernet cable and wireless even though my ps3 is running the and my internet signal is perfect

I actually got these instructions from PS customer support too, but it just made it worse. The minutes grew from a range of 68-93mins to over 110 mins after I set these custom settings in. Might work for dime, but it also won't work at all.

Try 3000 minutes
