My best assumption is this, Current gear in PoE has stats that are specific to PoE so once TTK comes out those stats will become irrelevant thus a waste of a tier. ToO does have some gear with great stats, but for some it may be a challenge to get (and from what I've seen, none of the boots grant you more ammo for heavy) which leaves Crota and VoG to have adequate gear for the coming expansion.
VoG weapons are still great and some would even say the best in-game even after two expansions. Plus those raids are the only place you can get boots with more heavy.
Just another tip, if you don't already, the gloves from Crota may be the best because of the random stat you get when doing damage or a crit to hive you run the chance of generating an orb for teammates, given that in TTK they are still technically Hive if I'm not mistaken.

You sum it up perfectly. I use the armor that is best for what I am doing. I hope in TTK the enemies still count as hive and vex. With a vog helmet and Crota gloves you can make a ton of orbs. They will probably just make armor that is only good in TTK for the new raid.

That's been my problem with this expansion. Designing gear comes in two-folds: how does it help you progress now and how will it progress in the future. Given that we can run historic activities and make that gear current through etheric light, they were allowed to neglect the latter, but again THAT comes in two-folds as well. Forgoing one makes the other irrelevant meaning what's the point of PoE if it won't help you progress later on? I think they'll have to reevaluate this upgrade system and how they choose to make gear relevant for future content

The first times he sold the boots they carried more heavy ammo. All of my trials boots carry heavy, and I mix in the trials boots which carry more special ammo as well depending on chest armor
