Both level 30, and ignoring the alliance between Cabal and Fallen.
PRE-PATCH Valus.
Level 30 Randal's HP scales b/c it stacks lv 30 vandals.
Setting is Valus' base in Meridian Bay, the one where you actually fight him in the strike. Valus has normal AI, except NO ROCKETS, and Randal has normal AI.
