Ban everyone on B.net. Have Thorn nerfed. Nerf everything else. Continue to nerf. Nerf further. Make weapons entirely useless. Nerf melee. Nerf supers. Nerf grenades

Make sure every weapon does 1 damage each hit, but auto rifles only do 0.0000001, supers can be allowed to do 3 damage, and melees do 1.5, just to keep it fair. And give everyone 500 health points so nobody gets mad, and shields recharge instantly when they take 5 damage points and give ×10 overshields. And everyone gets to be lvl 200 automatically so nobody feels left out.
