From my first runs on my characters, I've gotten Thunderlord, Gjallarhorn, and Plan C. Put those shards to use, finally ascended those weapons.
I've gotten a Queen's Scout Rifle and a 20/20 AMR7, which was quickly turned into a mote of light. It at least proves you can get legendary gear from PoE 28.
