Firefly on re-roll
Can any HC or scout rifle get this perk while reforging?

Yep. Also not really sure why everyone wants full auto and explosive rounds with their firefly, both of these perks actually hurt your chances of getting the enemy to explode. It's better to have a stability perk or field scout.
