To me, the real question is why was Bad Juju not made into a weapon of sorrow by the hive, given Tolands ambitions. It could be that they saw him more as a threat, someone learning their secrets with more of a motive to defeat them/steal their power. It could just be that they never set up the meeting. Who knows on that one
