Only Rockstar should be allowed to create a Earth based Transformers game.
When driving around GTA V I keep wanting my car to transform and crawl up the side of a building while Starscream flys overhead.
Also Ubisoft making a Predator game is highly acceptable if they rip off their Assassin's Creed Ip to do so.
Dream games. Sooo much fun.

Unless given the express permission by Hasbro, Transformers games can only be published by Activision. And Rockstar doesn't work for Activision. But I agree, if Rockstar could respect the fiction, I feel that they could pull off a kickass Transformers game.
