Here is my theory (from the perspective of someone who owns an Ice Breaker and Gjallarhorn). Xur is NOT RNG. The chances of him selling Voidfang vestments so many times over and over is so minuscule if he is RNG. And why Bungie have done this, is quite reasonable. After Destiny had been out for a few weeks, they realized that Sunsingers were VERY popular in PVE, because of the self res. The way to try and pull people back over to being voidwalkers? Have Xur sell voidwalker armor 9 weeks running. Yet they have not sold the 2 sunsinger chest pieces now available. (HOPF and Starfire protocol). They want Diversity in their game. They sold the Suros Twice, and at one point 90% of the population was using one in PVP. So they sold plan C, the best PVP fusion Rifle to try to balance this. If they sell Ice Breaker or Gjallarhorn again, 99% of the people who buy these weapons, which are now by FAR the most coveted weapons in end game PVE, then everyone who buys one, would use them. I have nearly every exotic (pre DLC) and these 2 guns are almost constantly my go to weapons. The other 3 now being the Vex, Thorn and Thunderlord. When Xur first sold Gjallarhorn, it was the 2nd time he was out. I would estimate that less than 1% of the community was able to afford to buy exotic weapons at that point. When he sold the Ice Breaker was the week after he first sold the Suros, so most people did not have the coins then either. I really do not think that the end game content of Destiny was play-tested very much, if at all. And I really don't think that the exotics were play tested at all. This is why the Bad JuJu and thorn were so awful at release. I also do not think that bungie realized just how good the Ice Breaker and Gjallarhorn would be for end game content. Ice Breaker basically eliminates the need for ammo and negates the Juggler mod for nightfalls. Gjallarhorn does 300% more damage than any other rocket launcher in the game, and it tracks its targets. These weapons are capable of making End game content considerably easier. The limitation of sniper rifles is that they are amazing at range, but eventually you will run out of ammo and have to give up your safe spot and take risks to get ammo. Ice Breaker does not have this risk. The Gjallarhorn is just INSANELY powerful. Bungie DOES NOT WANT this game to be easy. That is why they raised the nightfall to 30. So players buy the DLC with better gear and guns. Ice Breaker and Gjallarhorn, even if you only get the 1.0 version of these guns maxing out at 300 attack, are still better than ANY of the new exotics that go to 331 damage. Bungie wants you to buy the DLC, so you get more powerful. With these weapons, there is simply no need to do that.

I've seen 4 drop in the last 10 days, none of which were actually mine 1 from exotic chest in VoG 1 from Atheon on Hard Mode 1 from Crota's End Exotic Chest 1 from a Rumble reward for the 2nd place I seriously doubt they'll be in a rush to sell it though. Along with Icebreaker and Praxic Fire Oh, and just a heads up: The ones that dropped in VoG were only 300 max attack stat
