I know it sounds basic, but I'm just a little confused, and I'd appreciate some clarification.
I guess it's easier to explain with an example. Say you have a sniper rifle with 300 damage and a pulse rifle with 331 damage. The sniper rifle will still do more damage than the pulse rifle, especially on a critical hit, so what does the 300/331 damage number mean? Is it a factor that goes along with impact rating? Is it a multiplier of some base damage number?
The main reason for asking (other than pure curiosity) is I'm trying to decide if it's worth upgrading the legendary sniper rifle I had just purchased before the DLC came along to its max of 300, or if I should just keep grinding away until I can get the next legendary sniper rifle that the vanguard sells...meaning, how significant is that 31 extra damage points in the end?

I have a hard time understanding that too. Once you hit level 20 you can use whatever weapon you want. But let's say two people are using a weapon that does 300 damage. One person is level 25 and the other person is level 30. The person who is level 30 will be doing a lot more damage to enemies even though they are using the same weapon upgraded the same amount. So if the weapons do the same amount what stat increases when you level up that makes you do even more damage?

It means the level of the enemies it will do good against. 300 means it kills lvl 30 guys at a normal rate.
