How do we know that it was completed game content that was cut before the game released? Unverifiable statements.

I'm only buying house of wolves but I heard the DLC was completed before the game released,it was revealed by bungie themselves.I think..my memory is vague

Because you can see the areas that they cut. And just by playing the game you can feel the incomplete this.

They could have had some areas done, yes, but that doesn't mean the DLC was completed all the way.
