Did I hear that right? Did they just say favored weapons can be shared between characters?

Listen again. They mean any character can use it. Not all your toons share it.

Yup. There is a Vault you can store weapons in, and it's contents can be accessed by all of your characters.

You could say that, although in Borderlands 2 your vault was character specific. You could transfer items across using Claptrap's locker.
