Not within Shenron's power. He can't grant wishes to defeat any being that is stronger than his creator, making anyone beyond Dende out of the question.
And the protection would have been gone anyhow once Piccolo died and Dende wasn't around, leaving a window of vulnerability any time Earth had no Namekian guardian.

Well firstly because the person usually making the wishes had never even gone to grade school. Secondly because they only got so many wishes and so usually when they're using the Dragon Balls it's to wish back everyone who got killed in the most recent tragedy which ranges from cities of people to the entire population of the Earth and the Earth itself. Thirdly, even if they wished the Earth invisible/not interesting to evil beings it's still not going to save them from Cell and the Androids and the Shadow Dragons and the Red Ribbon army since they actually come from Earth so they won't be flying by and simply overlook it. The Shadow Dragons specifically would even be a product of that wish. So it'll keep out aliens but not home threats. It also wouldn't have saved them from Broly who just happened to crash land on Earth, or Bio-Broly. And fourthly, may just not be within Shenron's power to do even if they tried to wish it.

As for the androids, they could wish for prior knowledge of any major Earth-residing threats, so they could shut them down before they even happen.
