Hollowpoints aren't allowed in combat. They are allowed for domestic use, such as by federal agencies and law enforcement.
The military, law enforcement, and federal agencies all use much more ammo in training than they do on duty.
APC's are fairly common for SWAT teams that have to deal with everything from raids on organized crime rings to counter-terror operations.
I fail to see how this is shocking, or why people are freaking out about it.

If you are using Hollowpoints for training, urdoinitwrong. Hollowpoints are way to expensive to use for training. Most training rounds are either FMJ or lead.

Hollow points are used by police and Federal law enforcement (aka FBI, SWAT, state troopers, Federal Marshals, Air Marshals, etc)

FMJ costs more than HP, and lead is just as good a metal as brass except it pollutes the environment so they don't use it anymore. Training rounds fly differently from real bullets, so if you practice exclusively with training rounds you won't be as effective when firing real rounds. You practice shooting what you will shoot in real life, because minor differences in the flight path and recoil will throw off your aim even at 50 yards.
