Step 5 is the Episode pass ownership check.
If you don't own the current Episode you can't progress past it, step 1-4 is the Episodes free introduction.

I own it but it isn't letting me progress

API says you don't, you show as owning 1 pass (Revenant). You can check in-game by hovering over director -> timeline (top right icon) or by clicking on timeline then hovering over the 3rd box next to The Final Shape. If its owned it'll be ticked/say 'owned'. If it does show that, make a post in #help that includes a link to a screenshot/clip of it.
