To get this Episodes artifact you need to go through the first few steps of the 'Act 1: Echoed Warnings' quest, you should get the artifact at step 4. According to your game history you've done the 'Espial' mission but not the 'Recce' mission.
Your character should already have this quest in its quest log.

No, its the current Episodes Act 1 quest.

I’ve checked the quest archive but I don’t have that quest my other characters have them but my main doesn’t I’m stuck with the baron slayer artifact

Use your alternate character, get to step 4 of the quest and pick up the artifact. Then swap back to your main and use the Eris's Flat landing zone of the last city to interact with the shaping slab and regain the quest. Your main should get the artifact when your alternate character gets it though.
