Good day Guardian!
I would recommend that you remove the player's name from your post, as "Naming and Shaming" is a bannable offense here in the Forums.
Also, I would suggest you just go the player's profile in Destiny 2, or on the Bungie.net website, and submit a report there.

Also forgot to mention don't think it's bannable it's just a forum temp ban which is like a day or so of not being allowed to post on here. Maybe it could result in more though if you started a false witch hunt though.

It's because of false witch hunts. Imagine if you came in lying or mistaken about that and started a witch hunt. Now you got an innocent person being harassed and bullied. It's probably one of the most common rules used on gaming forums is name and shame.

Witch hunts can be false but those who false report are bad sports but reporting actual hacker is what's right you know one thing I don't get I have screen recording of the guy hacking but if I post it I can get a ban for doing so which makes no sense all because his name that's shown in game
