Hey there. The intrinsics have nothing to do with the catalyst quests. One is unlocked each time you complete Operation: Seraph's Shield. So playing it again (can be just on normal) will unlock the third, etc.

I have the same problem with this and ran the mission multiple times after on legendary and normal and still haven't got one so I'm not sure if it's RNG or not
