I have completed it 3 times and the quest will not complete all on legendary so frustrating!

What exactly does your quest step say to do? If it says to launch the mission on Legendary and find a schematic, that is not telling you to complete the mission. Finding the schematic requires finding and scanning a dead exo in the mission. The step to complete the mission will come after that.

Man this is the problem with bungie .net ,people don't listen. Clearly he can't finish the mission so why would it matter what step he's at. He can't do the damn mission even if he didn't have a quest or catalyst to complete. I couldn't and neither couldn't alot of other players. Yet everyone is responding like we are idiots. We know what we're doing it's fn bugged.

Clearly you are the one not listening/reading. This response is to a user that specifically says “I have [b][/b] completed[u][/u] it 3 times…”. So clearly that person is completing the mission but not doing the correct task for the quest step.
