Same issue here. Some of them are shown in ornament menu, but others are not.
I difinitery obtained these Spire of the watcher armors, unlocked at Collections, and not wearing them. But these are not shown in my transmog menu.
Really want to use cowboy-hat armor transmog ASAP.
I expected that the issue would be resolved at HOTFIX 6.3.0.3 with "The Candescent armor sets now appear correctly in the Appearance Customization screen.", but not resolved for SotW armor sets, sadly.
Or should I obtain them again? Need to repeat dungeon encounter for cowboy hat, which is extremely low drop rate? Please help.

But these are not shown in my transmog menu.[/quote] If you got it on master before normal, it'll be unlocked in collections but not available for transmog. Same thing applies to Duality and its armor set

I remember clearly that I got walock hat from Master Persys, but no transmog shown. Then today I got another warlock hat from Normal 1st encounter and got transmog too, finally. This bug should be written at the Known Issues list.
