Greetings! You are trying to deactivate Cross Save correct? It seems that the Cross Save system takes you to the wrong URL (or something of similar nature). This link will take you to the Cross Save deactivation page: https://www.bungie.net/7/en/CrossSave/Deactivate/Link Note you have to authenticate all linked accounts to deactivate Cross Save, and that deactivating Cross Save incurs an unskippable 90 day wait before you can activate Cross Save again.
