The Exotic claims to fully heal you while you're critically wounded and you get a kill. But that has not been my experience.
I am new, so I might not understand my Guardian's health bar correctly, if the bar is red that means I'm critically wounded correct? If not, how far down does the bar have to be for me to benefit from this exotic?

So if you're at a sliver of HP, it'll put you at max HP, or max red bar again (still minus your shields). To go further into detail, the last red part of your bar is your "health". You have 70 health points total at any resilience level. Your shields are between 115 points (resilience Tier 0) and 130 points (resilience Tier 10). So the last red part of your HP bar when alarms go off and your your shield "pops" is actually a pretty substantial amount of your life total. And that small bar representing 70 health points is what gets restored. Since high resilience also grants up to 40% damage reduction in pve, the exotic can be more useful than you might think.
