Gally is only obtained by doing a quest in the 30th Anniversary pack it is not included with Just the Witch Queen and the ghost is in your collections.
The game will not show up in-game until it has been released it will show as owned on your platform so you have nothing to worry about.

I know what I'm saying is I have everything on my character but it says I don't have witch queen pre ordered I even have the pre order ghost shell on my account I had to but the pre order again

This sounds like a license issue so you need to contact Microsft as they hold them not Bungie.
