Let it rest... it should stay in D1 and never return.
But to answer your question... If it were to return it would be a shell of its former self. It would need a MASSIVE buff to be even consider using over other Exotic heavies.

I think it would be general rocket launcher buffs for the most part.

Most likely general Rocket Launcher buffs but also they would have to revert the Wolfpack Rounds nerf it got back in D1
