Just a cross save question that may already be answered.
1) if I were to import characters from D2 on console and I already have characters on PC, would that delete the characters I already have on PC, or are they basically put into storage?
2) would any of my exotic quest progress carry from my PC characters to XBOX characters when migrated? For example, I just got Izanagi’s on PC, but if I were to cross save would it still be in my collections?
3) I would need to repurchase the DLC, correct?

Inaccessible until you deactivate crossave. 2) No, there is no merging, nothing. Whatever you had on your console account will show up. So that means, youll have to regrind for stuff you did not have. 3) Correct, youll have to rebuy the DLCs on the respective platform you are planning to play on.

1 - You don't import anything. You set one platform's character data as your main save set and use that save set across any linked platforms. Any other platform save data is put in storage until cross-save is deactivated. 2 - See answer #1 3 - You need to purchase any DLC for each platform you wish to play it on. The only exception is season pass content. If you purchase and activate season pass content on your main save set platform, you will be able to share it across any linked platforms.
