I purchased Shadowkeep but it is not available for my son to play it on his xbox. In the past all of the expansion packs were available for all family on my account. Do I have to purchase it separate?

Bungie has never supported gamesharing, which is a console feature. If you're having trouble sharing licenses, you'll need to work with platform support, in this case that would be Microsoft.

You shouldn't need to re-purchase shadowkeep, but season of dawn will not be available for his account.
