Monte carlo plus peregrines with top tree striker and the artifact mod that gives extra melee damage is extremely powerful. What you are asking for would break the game. That whole one two punch was nothing more than an exploit that needed to be patched.

It actually wasn't an exploit. You've always been able to shoot (even twice depending on the gun) right before the shoulder charge even in D1. They nerfed it only because OTP exist as a perk.

Thing is, it still doesn’t do as much damage as Melting point+Peregrine Greaves. Plus, I’m not saying it should have the same level of buff as One-Two punch measures should also be taken so that it needs to be harder to proc. I just want my Knees to be a viable DPS option.
