Once upgraded, you can farm for better rolls from the Solstice Packages. Drop rates aren’t amazing but they do drop all the same.

Can it drop with restorative intristic perk? Or mobile?

Checked my vault, I have heavy, restorative and mobile rolls on Warlock gloves so I’d say yes. Only thing that doesn’t appear to change is the resistance element, this seems to be fixed to class - perhaps armour 2.0 might allow that to change.
