You can pre-purchase Shadowkeep's Standard Edition from [url=https://store.steampowered.com/app/1085660/Destiny_2/]Steam[/url], and once you transfer accounts, it'll be there once you transfer.

The cheapest price of Shadowkeep is $35, just as Forsaken is $35. It, however, includes the base game as well. Purchasing this edition shouldn't affect the transfer of your Blizzard account to your Steam account.
