Playing for keeps is the collection. If you cannot claim it that means you are missing items

I have 10/11 with playing for keeps being the only one I can't claim

Can't claim I had just finished my last triumph of "protect the runner" at the same time I ranked up in infamy so I claimed the triumph and have everything else done. I even closed the game and opened it again but I still can't claim it, I'm hovering over it right now in the collection

It is a collection not a triumph you need to have all of the gear, shaders, weapons etc

Go to your collections next to the Triumphs Section. On the right side, you see the badges. You can click on them. Click on the Gambit Badge and see what you are missing.

I'm not missing anything though I have done all the requirements but it won't let me claim the triumph that lets me finish everything out for the title

You are looking into the wrong Badge. What you are looking at is the Title Badge. You need to look at the Gambit Badge. You know where you can reaquire exotics, Weapons, Armor, etc? That's your Collection. It's one tab to the left from the Triumphs. There, you have the badges on the right side.
