Is this shit only drop from frames or the forge? Bungie I been -blam!-ing grinding thi shit for almost 3 days now what in the actually -blam!-

i got it randomly from the izanami forge didnt have a frame or bounty just grinding it

it dropped for one of my fire team members in the new Izanami Forge after completed the boss fight. I did it 10 times after that to get it but no luck. The grind will continue tonight after work as always.
