I thought that was the case and I checked, and I did not. I went to orbit after I had to miss the first key that dropped, then went back to the Archon Forge to see if it would happen again and it did. Definitely didn't have another offering in my consumables. That's what makes this so baffling. What's worse is ordinarily I wouldn't even care, I just want it so I can complete that one step of the Speaker's Age of Triumph quest lol.
