Those are more likely some kind of geyser vent. That model is littered everywhere in what I guess you could call the swampy areas of Venus. There is literally 15 of them directly below that area you pointed out. That particular instance just happen to get place somewhere it wasn't supposed to and somebody forgot about it.

That's kind of what I thought. But after inspecting the base closer I felt that it was a different model.

It's the same. Other instances place the base under the floor to make a more seamless transition. Level design is pretty much always done by placing models inside each other.
