It's back at year 1, tracking where you flip a coin if it lands or not with a direct hit. Well they're bringing back thorn, so maybe we are going back to year one with everything.

Not really, in year 1 it had super high and reliable tracking. Which was pretty unbalaced (hence the nerf, then buff since people were complaining then re-nerf because of a "hunch" they had).

From my experience, it wasn't too reliable in year 1.

It might have been me being horrible at crucible. Eh, the main thing I'm sad about is the nerf to Titan skating for PvE.
